Senior Requisition Approver: Facilities Services

Old Mutual, one of South Africa’s most established financial services institutions, is seeking a diligent professional to join their Johannesburg-based team as a Facilities Requisitions Approver. This role sits at the critical intersection of facilities management, procurement, and financial governance, ensuring that the organisation’s physical infrastructure remains operational while maintaining strict adherence to internal budgets and fiscal policies.

About the role

As a Senior Requisition Approver, your primary focus is to serve as a gatekeeper for all facilities-related expenditure. The organisation manages a vast array of physical assets and service requirements—ranging from "hard" services like HVAC and electrical maintenance to "soft" services like catering, landscaping, and waste management. You will be responsible for validating the necessity, accuracy, and justification of every request submitted to the facilities department.

This position requires a high degree of analytical rigour. You will not simply be checking boxes; you will be scrutinising quotations against historical data and market rates, ensuring that the business is receiving value for money and that all purchases are routed through approved procurement channels. By maintaining strict oversight of cost centres and general ledger classifications, you will play a key role in supporting the organisation’s broader cost-saving initiatives and financial reporting accuracy.

The daily operations of this role are varied, requiring you to bridge the gap between technical facilities maintenance teams, procurement specialists, and internal finance departments. Your core responsibilities include:

• **Validation and Approval:** Reviewing requisitions for completeness and accuracy, ensuring they comply with the delegated authority framework and fall within approved facilities management scopes.
• **Fiscal Oversight:** Verifying budget availability and checking the reasonableness of costs against existing contracts and market standards to avoid overruns or irregular expenditure.
• **Process Governance:** Ensuring compliance with procurement policies and internal control requirements, while promptly identifying and resolving potential discrepancies.
• **Stakeholder Engagement:** Acting as a point of contact for facilities managers and business units to guide them through submission requirements and approval processes.
• **Operational Support:** Coordinating across a wide spectrum of services, including security access control, fleet management, emergency repairs, and critical facilities infrastructure.
• **Continuous Improvement:** Monitoring expenditure trends and actively suggesting enhancements to procurement processes to boost efficiency and customer satisfaction.

• Panel Interview: This will be with 2 members of the Senior Leadership of the Hiring Team and 1 member of the HC Senior Team.
• Technical & Psychometric Assessments: These will depend on the role and will sometimes happen concurrently with Vetting through an external service provider, as well as Internal Verification.
